This Exhibitor Manual is a complementary part of the Organization and Promotion Agreement for Escolar Office Brasil 2026 – 38th International Trade Fair for Stationery, School, and Office Products, taking place from August 2 to 5, 2026 (Sunday to Wednesday), at Expo Center Norte – White, Green, and Red Pavilions – Rua José Bernardo Pinto, 333 – Vila Guilherme, ZIP Code: 02055-000 – São Paulo – SP.
Here you will find the rules for the operationalization of the event, in a practical and objective way, for your planning and execution of all stages of your company’s participation in the ESCOLAR OFFICE 2026 event.
The information, dates and deadlines in this manual are extremely important for the smooth running of the event and should be shared with your team, assembly company and suppliers involved in the execution of your booth.
Access to the complete content and completion of the necessary forms must be carried out through the EuVou Portal – Exhibitor’s Area, through the Operator and Password data, which will be forwarded within 30 days after the date of signature of the participation contract, to the electronic address of the person responsible for receiving materials from the exhibiting company.
The Exhibitor Manual is subject to change; therefore, always refer to the online version available on the Exhibitor/Contractor platform.

Starting on Jul. 29, 2026, the Customer Success Center will be available at the pavilion as CAF – Francal Service Center, located at the Fair entrance, providing assistance to exhibiting companies, assemblers, and service providers during the following periods:

ESCOLAR OFFICE 2026 is a business event, exclusive for professionals in the sector, with access upon proof of professional activity.
During the event, access is not allowed for children under 16 years old, even accompanied by their guardians, except breastfeeding women up to 02 years old and children with special needs.

Underage Access
During the assembly and disassembly periods, access will not be allowed to children under 16 years of age, even accompanied by their guardians, according to work safety standards.
Goods Receipt, Maintenance, Cleaning and Supply
• These services are allowed only for exhibitors, assemblers, cleaning and catering service providers, who must carry the respective badges.
• Services must be carried out at specific times before the opening of the fair to the public.
CLOSING OF THE EXHIBITION AND DISMANTLING OF THE BOOTHS
From 6:01 pm on August 06, 2025, it is mandatory to completely remove products, materials and equipment exhibited at the booth, whether owned or leased, with exclusive exit through the loading/unloading gates, being gates C-03 and C-06 (for the exit of materials owned by the exhibitors),. Gate C-05 will be intended exclusively for the exit of materials owned by the rental companies (furniture and white goods and others) and gate C-07 will be intended exclusively for the exit of TVs owned by the rental companies.
After the total removal of the materials/products, the stands will be released for disassembly from 8:01 pm on August 06, 2025. At any time, the materials may be retained for verification by the fair’s official security team, whether exhibitors or automakers/rental companies.
The dismantling of the stands ends at 3 pm on August 7, 2025, with the delivery of the pavilion completely cleaned.
After 8:01 p.m. on August 6, 2025, FRANCAL reserves the right to dispose of any and all products, materials or equipment left at the booth, without any obligation to cover costs or damages to the exhibiting company, rental company or assembler, whose inconvenience it has caused.
2. DUTIES AND RESPONSIBILITIES
If the exhibiting company has contracted any Advertising service, it must guarantee the delivery of the necessary elements and its posting/delivery immediately after its contracting by sending it to the email [email protected], respecting the maximum limit of 30 days before the event, so that there is enough time for its production and/or publication.
2.3 Sound Demonstration at the Booth, Show, Animations/Presentations
In order for the fair to have a HARMONIOUS and OPPORTUNE environment for doing BUSINESS, it is ESSENTIAL that all exhibitors respect the RULES below:
During opening hours, they may not use any amplification device to issue messages or sales and promotion actions;
Artistic Activities, stage construction, speaker installations, concerts without PRIOR ANALYSIS and written AUTHORIZATION from FRANCAL, at least 30 days before the start of the assembly;
The construction of a stage, speaker installations, artistic presentations such as musical ensembles, dancers or shows during the opening hours of the fair, without prior analysis and written authorization from the Promoter.
Use ambient sound that exceeds the maximum limit of 85 DECIBELS or multimedia equipment and others that cause noise and disturb the other booths and visitors to the fair. The use of sound above the allowed will result in the interruption of the power supply or even the collection of sound equipment.
In case of recurrence, FRANCAL may determine at any time the suspension of activities that do not comply with these parameters and apply a fine as shown in the table below:

The procedure for applying the fine will consist of the following order:

The amounts of the fines applied will be donated to a Philanthropic Institution.
Ticket sales and any other type of charge. It is not allowed to carry out activities of this type in any other venue of the EVENT. Printed invitations to internal activities at the booth do not entitle the bearer to join the EVENT.
2.4 Payment of Fees – ECAD
According to Law 9.610/98, the exhibiting company that uses sound programming at the booth must mandatorily collect the COPYRIGHT COLLECTION FEE, in its own guide provided by ECAD – Central Office of Collection and Distribution in São Paulo.
The amount of the fee varies according to the entity’s table, and may be readjusted annually in July;

Avoid inconveniences with ECAD during the fair, with the payment of the fee duly correct and available in case of a possible visit by an inspector to your booth, since the payment is the sole responsibility of the exhibitor. If there are irregularities, a complementary collection slip will be issued on the spot.

2.5 “Psiu” Law
PSIU Law According to the Psiu Law (Municipal Law No. 13,747/2004), it is essential that, during the assembly and disassembly period, Exhibitors ensure that their assemblers respect the noise limits established in urban areas. This legislation aims to guarantee the right to peace and health of citizens in the surroundings of the Pavilion, provided for in the Federal Constitution. Therefore, we ask for the collaboration of our customers so that they comply with the standards and contribute to a more harmonious and healthy environment for all. The hours and noise limits allowed by the Psiu Law may vary by city and region. However, in the case of the city of São Paulo, the law establishes the following limits:
Residential areas: from 10 pm to 7 am – limit of 50 decibels (dB) during the day and 45 dB at night.
Commercial areas: from 7 am to 10 pm – limit of 65 dB during the day and 60 dB at night.
Mixed areas: from 7 am to 10 pm – limit of 60 dB during the day and 55 dB at night.

3. MARKETING, PROMOTION OF PRODUCTS AND MERCHANDISING ACTIONS
Selling products, materials, or services that go against the event’s purpose is prohibited and may result in the confiscation of the material.
Conducting raffles or lotteries during the event without prior authorization from the Organizer will also result in the suspension of the activity. For approval, the exhibiting company must send the detailed regulations to the email [email protected] at least 30 days before the event.
Distributing giveaways, samples, flyers, catalogs, or any other promotional materials at the event entrance or through the aisles is prohibited.
For promotional activities outside the limits of your booth, consult FRANCAL’s Merchandising Center at (11) 2226.3100 or [email protected].
3.1 Merchandising
Merchandising will be considered any and all advertising outside the limits of the booth, established and offered through the MERCHANDISING MANUAL developed for the fair, which include the airspace above the height limits of the booths (when allowed), digital circuits (LED panels, e-mail marketing, stories, posts on social networks and others) areas of common use, such as: aerial banner and floor sticker, both on the circulation routes, specific walls, columns, metal structure to support the ceiling, special projects, entrance/exit of the pavilions, toilets, credential lanyards and credential holders, sampling and others, exclusive to the PROMOTER.
The spaces for the “MERCHANDISING” product will be offered first to the EXPOLAZER & OUTDOOR EXHIBITING companies and, later, to the NO TRADE companies, which do not conflict with the interests of the participants.
FRANCAL’s Merchandising center must be contacted for any and all merchandising actions or brand promotion within the fair. Options and costs of these actions can be accessed through the fair’s website – Specific Merchandising Manual.

4. FORM OF PARTICIPATION
4.1 Free Exhibition Area (without any type of mounting)
The hiring of the assembly and finishing services of the booth is the exclusive responsibility of the exhibiting company, respecting the standards specified in Chapter 5 of this Manual. The hiring of the Assembler does not exempt the exhibitor from full compliance with the Exhibitor Manual, and both companies, exhibitor and assembler, are aware of their responsibilities and of any damages or problems with the booth, pavilion or third parties;
The negotiations regarding the contracting of the assembly of the booth, and other services provided, must be agreed directly between the exhibiting companies, assembler and other contractors, and FRANCAL has no responsibility for agreements signed between the parties involved;
If the exhibiting company itself is responsible for setting up the booth, it must comply, without exception, with all the rules of this Manual, including the rules of chapter 7;
When selecting the assembly company to be hired, we recommend the exhibitor to check if the company has a Certificate of Training of Assemblers and Service Providers – CECAM, issued by SINDIPROM – Union of Companies for the Promotion, Organization and Assembly of Fairs, Congresses and Events of the States of São Paulo and Rio de Janeiro or by ABRACE – BRAZILIAN ASSOCIATION OF SCENOGRAPHY AND STANDS.

4.2 Area with Special Standardized Assembly (Stationery Plus Project)
The area acquired with a special standard turnkey project is under the exclusive assembly responsibility of FRANCAL, being the only company authorized to make changes to the booth structure (interior and, when authorized by the organizer, exterior).
It is possible to rent extra furniture, visual programming, and landscaping. These services are considered complementary and therefore incur additional costs, which can be contracted either with Francal or with another supplier of the Exhibitor’s choice; however, in the latter case, the exhibitor company assumes full responsibility.
If the Exhibitor is interested in these items, they must request them exclusively through the form REQUEST FOR EXTRA ITEMS FOR THE BOOTH – PAPELARIA MAIS PROJECT, available on the portal – Exhibitor Manual, by the deadline of July 15th, 2025. Payment will be via PAYPAL, which will be issued soon after completion, so that the service will only be performed if the request is made by the deadline mentioned above and the payment is made on the due date. It is worth remembering that the Exhibitor may hire another supplier for the activities of extra items and visual programming, however, it must activate the customer service area to align this demand until 07/15/2025.
If additional visual programming is contracted, the artwork for the fascia and counter must be provided by the exhibitor in vector format, CDR, EPS, AI, or PDF (100% size – 100% DPI), and sent immediately to the email: [email protected] by July 15th, 2025. If not sent within this period, only the company name will be displayed.
Any changes or additions to the booth requested after the deadline must be submitted for analysis by FRANCAL through the Customer Service Center.
Unused materials:
If materials used for assembly or additional contracted items are not utilized, they will not be converted into credits or any form of financial reimbursement.
Fixing materials:
Promotional material, paintings or decorative objects can only be affixed to the walls with suitable materials that do not damage the walls, and materials such as: NYLON WIRES and DOUBLE-SIDED ADHESIVE TAPES of easy removal, type 3M SCOTH 4880 or ADERE 462, can be used.
Note: For the use of perforating elements to fix materials, the exhibitor must consult FRANCAL in advance, which may or may not authorize such action.
The FRANCAL administration reserves the right to transfer to the venue lessor the COSTS generated by damage to the material.

4.3 Advertising and Promotion
ESCOLAR OFFICE 2025 enables the participation of your brand, in addition to the exhibitions, highlighting the advertising, merchandising and sponsorship options available to enhance the visibility of your brand during the event.

Exhibitors who hire Advertising and Merchandising services must send to email [email protected], as soon as possible, all the necessary material, such as: videos, artwork for banners, pieces for publications on social networks, among others. It is essential that these pieces are received at least 30 days before the start of the Fair. Otherwise, the broadcasting or production of the same cannot be made viable, resulting in the loss of the right to use the contracted pieces, due to insufficient time for their execution.

5. TECHNICAL STANDARDS FOR BOOTH ASSEMBLY (free area)
The technical standards for booth assembly are mandatory for the contracted assembler and for exhibiting companies with their own assembly. Compliance includes submitting specific project documentation, paying fees in advance, and contracting an Insurance Policy (see Chapter 06).
The White and Green Pavilions of EXPO CENTER NORTE have a spatial truss for anchoring an aerial structure with an approximate coverage of 80% of the ceiling and, in accordance with the pavilion’s safety standards, it will only be allowed to hang booth assembly components with a maximum load of up to 30 kilos per node, upon request, presentation of specific project/documentation and payment in advance.

5.1 Assembly
Each and every booth project must contain at least a wall structure, carpet, lining/floor, lighting fixtures and outlets, and the use of neighboring booth walls as a component of its project is not allowed. It must be carried out within the limits of the leased area, whose assembly will only be released upon the mandatory and early presentation of the Project as a Technical Report, ART – Technical Responsibility Annotation of CREA-SP or RRT – Technical Responsibility Record of CAU.
The booth will only be released for assembly if the project is sent for technical analysis by FRANCAL’s Operational Department, including the detailing of the electrical structure, within the deadline of 07/12/2025.
No construction may obstruct escape routes or access to hydrant and fire extinguisher equipment installed in the columns or walls of the pavilion. If there is a need for any construction near such equipment, access to them must be preserved and properly signposted.
For companies with two or more nearby areas, it is strictly forbidden to connect or join these areas, either by air access or by circulation routes (raised floor, carpet and the like).
Structures or equipment that interfere with the adjacencies must have a minimum setback of 1.00 m.
The exhibiting company and its assembler are solely responsible for the safety of the booth, with FRANCAL exempt from any liability.
The exhibitor and the assembler must provide an Insurance Policy with coverage compatible with the structure of the booth.
Cases not provided for in this Manual must be analyzed by FRANCAL’s Operational Department.
FRANCAL reserves the right to embargo any and all assemblies that have been altered without its express authorization and release when it does not comply with the rules stipulated in this Manual or poses risks to the safety and physical integrity of all, upon its own opinion or that of public entities such as Contru, Fire Department, Cetesb, among others.
5.2 Height for Booth Construction
Minimum mandatory height of 2.20m and maximum of 3.30m (only exhibiting company with free area), both measures already considering raised floor of up to 0.10m.
Booth with minimum height must provide good finishing on the inside and outside, even if it is the exhibitor’s own structure and, if it exceeds this height, the exhibitor must provide the finish on the sides and bottom with contiguous booths, maintaining the same finishing standard as the other areas and visual identity.
5.3 Pavilion overhead structures
EXPO CENTER NORTE has a network of aerial points for anchoring booth structures with coverage in almost its entire perimeter, however, its use is upon verification of the possibility of coverage in the desired area and early presentation of the project, necessary documentation and payment per point (current table) with E.A, the official operator. Projects that require aerial structure must respect the height limits of the racks, according to item 5.2 (Mandatory minimum height of 2.20m and maximum of 3.30m, both measures already considering a raised floor of up to 0.10m.) and its elements must be included within the radius of its area to be built.
5.4 Booth Facade (Structural Applicability x Visual Permeability)
Every booth construction must work on the façade, regardless of the shape of the area, that is: Island, Tip of Island, Corner or Box, considering the faces as: front, side and back.
The function of the facade is to make the stand inviting and functional to attract the visitor’s attention, facilitate its access, with points of visibility, as well as favor movement on the circulation routes and harmonization next to neighboring stands.
The façade must provide for and harmoniously combine at least 2 or 3 elements, as per the items below:
1. Opening for Access: There must be an entrance that facilitates the passage of visitors.
2. Transparency: Use glass walls/similar for enclosure or meeting rooms, with the application of sandblasted and filleted adhesive, allowing people to notice the movement inside.
3. Product Display: Include display cases or shelves for product display.
4. Technology: LED panels and special lighting help to make the stand stand stand out.
5. Instagrammable structures: Create scenographic and attractive spaces for visitors, for taking selfies and posting on social networks.
6. Visual Communication: Signage through printed canvas or adhesive, signs in XPS, PS and others, for brand or product exposure.
The application of these elements cannot be less than 40% on each side of the area, considering in this percentage the extension of each wall, and the construction of foolishly closed walls is not allowed, even if it has visual communication, lighting, LED panel and setback.
For a better understanding, see below some examples with merely illustrative images:
Example: area in “ISLAND” format, with a dimension of 20m x 7m, minimum applicability (40%) on the front and back façade is 8.00m long on each side and sides is 2.80m long on each side. It is not allowed to make totally closed walls.
Example: area in ”3 SIDES OPEN” format, with a dimension of 10m x 5m, minimum applicability (40%) on the front façade is 4.00m long and sides is 2.00m long on each side. It is not allowed to make totally closed walls.
Example: area in “CORNER” format, with a dimension of 7m x 7m, minimum applicability (40%) on the front and side façade is 2.80m in length on each side. It is not allowed to make totally closed walls.
Example: area in ”BOX” format, with a dimension of 4m x 4m, minimum applicability (40%) on the front façade is 1.60m in length, not being allowed to make a completely closed wall.
No wall facing the circulation road can have applicability of structure X visual permeability lower than 40% (percentage applied to each side). The following are allowed:
• Walls made of transparent glass, transparent acrylic or similar material as long as they are marked with a stripe (for safety reasons); and/or
• Scenographic and Instagrammable Walls; and/or
• Showcases with products that do not advance the booth limit; and/or
• LED panels and special lighting; and/or
• Visual communication about the brand – the latter must be composed with the first two.
A project that does not comply with this rule will not be released for assembly.
5.5 Mezzanine
The construction of a stand with a mezzanine is not allowed under any circumstances.
5.6 Pavilion Floor
Under no circumstances can the floor of the pavilion be painted, drilled or excavated. The limit of static overload is 3,500 Kgf/m²;
Raised floor: suggested conventional height is 10 cm.
The use of floors to elevate the booth is allowed and, mandatorily, for the protection of special installations, such as: hydraulic and electrical and others.
Stand with raised floor is mandatory to install an access ramp in accordance with the standards of ABNT – Brazilian Association of Technical Standards (NBR 9050), for wheelchair users and people with limited mobility, with a minimum depth of 1.00m, 10° of inclination and properly signaled.
The installation of the raised floor must occur on the first day of assembly. For installation after the deadline, the automaker must request express authorization from the Operational Department of FRANCAL.
Carpet: the placement of carpets or similar directly on the floor of the pavilion is allowed only through the use of easy-to-remove double-sided adhesive tapes, type 3M SCOTH 4880 or ADERE 462.
Failure to comply with this rule will result in a fine to the exhibitor in the amount of R$ 150.00 (one hundred and fifty reais) per m².
5.7 Masonry Construction
The construction of floors and elements in masonry is not allowed under any circumstances.
5.8 Wood or Metal Construction
It is forbidden to manufacture wooden or metal parts inside the pavilion. All material must arrive pre-assembled. It will only be allowed to make small adjustments or touch-ups that use spackle, sandpaper, paint or texture, weld transfer when there is a need to join and glue parts or any repairs arising from damage or breakdown.
It is not allowed to sand by hand or use sanding machines to finish raw parts, in order to avoid pollution in the working environment. Exceptions can be authorized for cases of extreme necessity and only for minor adjustments and retouches. The use of a circular saw mounted on a bench and equipment or machinery for the construction of metal or wooden structures is also not allowed.
5.9 Construction in Modular Aluminum System or Similar
All structural elements of modular assemblies must offer full safety to the construction set. The use of extension pins or other wooden parts for the joining or locking of aluminum or similar uprights or crossbars, or any other types of assembly elements, is not allowed.
5.10 Glass Panels
The use of glass panels in the assembly of the booth is allowed as long as they are tempered, laminated and coated with special protective film. In the absence of these materials, it is allowed to use acrylic, polycarbonate or similar materials, as long as they offer total safety to the event as a whole.
It is mandatory to use a safety adhesive strip on all windows.
5.11 Air Conditioning
Expo Center Norte has a refrigeration system (air conditioning) with capacity to cover all pavilions, as well as the booths. In this way, the stands should be built with a hollow ceiling, facilitating the circulation and use of refrigerated air.
The use of additional air conditioning equipment at the booth will only be allowed for cases of extreme necessity such as: meeting room, auditorium or acoustic booth, using only Split system air conditioners, whose condenser is installed at a minimum height of 3.00m. The discharge of the hot air produced by the condensing unit of the split system must be done above the line of the main air conditioning ducts of the pavilions, which are located at a height between 10.00 and 11.00m from the floor of the pavilion, approximately.
This discharge must be carried out through the installation of a flexible Aludec duct, made of aluminum and polyester laminate with a spiral of copper-plated steel wire, anticorrosive and non-deformable. The installation of a forced exhaust system to throw the hot air to the necessary height must be provided for in this duct.
The installation of the air conditioning equipment in the booth can only be carried out after the approval of FRANCAL, upon presentation of the executive project and the ART’S or RRT’S of design and installation considering the structural part of the support of the condensers and the electrical installation.
In case of extreme urgency, the use of additional air conditioning equipment at the booth, the exhibitor must consult the Customer Service Center 30 days before the start of the assembly.
5.12 Gardens and Plants
Vases, baskets or any other container must be protected by plastic, to prevent leaks during watering.
5.13 Circulation and Cleaning Routes
It is strictly forbidden to deposit materials, tools, packaging or products on the circulation routes and around neighboring stands. Every operation must be carried out within the limits of the automaker’s area of responsibility. If there is a need to leave any material temporarily in the circulation lanes, it must be kept next to the booth area, leaving a corridor of at least 1.50 m wide for the circulation of people, carts, equipment and teams for emergency care.
FRANCAL will maintain a cleaning service on the circulation routes to remove materials and garbage deposited by the assembly companies.
On the last day of assembly (the eve of the fair), due to the placement of the crosswalks, no material can remain on the circulation routes.
Under no circumstances should garbage bags, any type of packaging or waste from the maintenance of the booth be placed on the circulation routes during the period of operation of the fair.
Failure to comply with this rule will result in a fine of R$ 150.00 (one hundred and fifty reais) per m² to the automaker and the exhibiting company.
5.14 Special Installations
The booth that uses any type of special lighting, such as spotlights, light cannons, laser cannons, halogen lights, chandeliers and the like, video wall, screens, LED screens, sound equipment and the like, must be set up in special, safe facilities, with the capacity to support the weight of the equipment and in a way that does not pose risks to people.
Said equipment must be detailed in the project, by means of a floor plan and perspective, and sent to FRANCAL, along with the stand project.
5.15 Accident Prevention Standards
From the beginning of the assembly until the last day of disassembly, FRANCAL will maintain a Fire Brigade trained according to the characteristics of the event, for accident prevention and fire fighting. It is the responsibility of the firefighters to inspect the stands and guide exhibitors, assemblers and service providers regarding the technical instructions of the Fire Department of the State of São Paulo.
The hall’s corridors and emergency exits are signposted and remain open and accessible throughout the fair’s operating period. Exhibitors and assemblers should preferably use flame retardant materials in the construction and decoration of the stands.
According to the new STATE DECREE – LAW No. 56.819/11, every booth must contain fire prevention equipment (fire extinguisher), compatible with the materials used in the assembly of the booth and the products on display.
The obligation is at least one (01) piece of equipment per booth, taking into account the size of the area and the following classifications:
• 01 PQS (dry chemical powder) extinguisher with a minimum weight of 4 kg, used to fight class B (flammable liquids) and C (electrical equipment) flames, whose approximate coverage capacity is up to 25m² per equipment;
• During the construction and dismantling process of the booth, the assembly company must maintain at least 01 fire extinguisher equipment, according to the specifications above, until the end of each process, in a place of easy access and visualization;
• During the period of the fair, the exhibiting company must keep fire extinguisher equipment at the booth, according to the specifications and quantity in the example above, until the end of the event. The equipment must be positioned in a completely unobstructed place, easily accessible, properly positioned and signposted;
The PAPELARIA MAIS project already has fire extinguisher equipment compatible with the stands, the cost of which is already included in the package.
• In the event venue, the use of explosives, non-liquefied or toxic gases, fuels, gas cylinders (LPG) or any other elements that may cause fires or explosions is expressly prohibited. Only equipment with electricity supply is allowed;
• In any work with paints, greases, corrosive materials, powders and liquids, proper containers and appropriate safety equipment must be used;
• The operation of internal combustion engines is not allowed in the hall;
• Demonstrations that cause smoke, fire or any other type that may generate panic situations or endanger the safety of people in the pavilion are not allowed;
• Those responsible for exhibiting companies, assemblers and others, must provide employees and contractors with personal protective equipment (PPE) for use during the period of assembly and disassembly of the fair, especially the helmet;
• The equipment must be used by all people who access the pavilion, including the exhibitor, and be in accordance with the safety regulations of each activity, in perfect condition, use and operation, ensuring the total safety of workers and other people who are at the place where their activities are carried out;
• Employees of exhibiting companies or assemblers will only have access to the pavilion to work if they are duly accredited, carrying their respective badges and wearing appropriate clothing: uniform or T-shirt, long pants, sneakers or shoes;
• As a safety measure, it is forbidden for professionals to enter shirtless, wearing shorts or shorts, and also wearing flip-flops, sandals or clogs.
5.16 Guidelines and Prophylactic Norms regarding Slave Labor
Francal is a company committed to good practices and social responsibility, so it recommends that all companies hired by its Clients adhere to the legislation to combat slave labor in Brazil. The company hired by the Exhibitor must be committed to adopting responsible and ethical practices in its production chain, including hiring service providers that adhere to the legislation to combat slave labor.
Thus, based on the current legislation, Law No. 13,344/2016 and other legal and regulatory rules related to the fight against slave labor in Brazil, it is recommended to include the following points for service providers:
- Ensure that its workers do not have restrictions on their freedom of movement or submission to degrading working conditions and exhausting working hours.
- Ensure that your workers are aware of their rights and know how to identify situations of slave labor.
- Francal, in the identification of any situation that evidences slave labor practices in its production chain, will adopt the following measures:
- It will immediately notify the competent authorities (the Labor Prosecutor’s Office and the Federal Police) so that the necessary investigations can be carried out.
- Immediately discontinue permission to run services.
6. INSURANCE POLICY
General Insurance:
The event is covered by a civil liability insurance policy only in the common areas of the pavilion where ESCOLAR OFFICE 2025 is being held, so that it does not extend to the booths of exhibitors/assemblers.
Exhibiting companies with an exhibition-free area, responsible for their own assembly, must provide for the contracting of insurance policies for Liability at Fairs, Various Risks for Materials and Equipment and Personal Accidents, as established in the Organization and Promotion Agreement of the event, clauses 6.6 to 6.8.1.
The absence or inadequacy of these policies will imply the total responsibility of the exhibiting company and its assembler for any damages incurred during the fair, and must indemnify the promoter, Expo Center Norte and third parties. In addition, if the contractor does not present the policy to Francal up to 10 business days before the start of assembly, a fine of 10% of the total value of the contract will be applied, with payment within 5 calendar days, with additional consequences in case of delay.
The policy must be posted through the [EuVou Platform – Exhibitor Area], in a specific form.
The policy must insure people, materials, products and equipment displayed at the stand, owned or rented, against theft and damage in general, caused voluntarily or involuntarily by people or by natural accidents (rain, floods, fire, lightning and others).
The insurance policy must contain the following minimum guarantees:
CIVIL LIABILITY INSURANCE (R.C.): Bodily or material damage caused to third parties during the event, from its conception to disassembly.
Minimum Insured Amount: It must be sufficient for compensation for material, bodily and moral damages that may be experienced, including by third parties, during the exhibition at the fair. Here are the minimum amounts required:
- Stands of up to 50m²: Minimum value of R$ 150,000.00
- Stands over 51m²: Minimum value of R$ 250,000.00
Insured Term: From the beginning of assembly to the last day of disassembly.
MISCELLANEOUS RISK INSURANCE (R.D.): Loss and damage caused to equipment during the event.
Insured Amount: It must be sufficient for the indemnity corresponding to the value of the equipment, materials and products brought to the exhibition at the fair, subtraction or perishing of said goods, even if resulting from fortuitous events and force majeure. The Minimum Insured Amount is R$ 25,000.00.
Insurance Term: From the beginning of assembly to the last day of disassembly.
PERSONAL ACCIDENT INSURANCE (A.P.): Personal accident coverage for the team employed in the production of the event.
Insured Amount: It must be sufficient for the indemnification for material, bodily and moral damages that may be experienced by the assemblers and employees of the Exhibitor, as well as to the proportional audience of the event, calculated by dividing the estimated number of spectators of the fair related to the space of the exhibiting company’s booth. Here are the minimum amounts required:
Public (Accidental Death): R$ 50,000.00
Public (Total or Partial Disability by Accident): R$ 50,000.00
Public (Medical, Hospital and Dental Expenses per Accident): R$ 5,000.00
Staff (Accidental Death): R$ 50,000.00
Staff (Total or Partial Disability by Accident): R$ 50,000.00
Staff (Medical, Hospital and Dental Expenses per Accident): R$ 5,000.00
Insurance Term: From the beginning of assembly to the last day of disassembly
If the Exhibiting Company does not have an Insurer, Francal has an approved supplier (CONSET SEGUROS), in which it can make quotations and contract https://rcexpositoresconset.safe2go.com.br/ or 55 21 99343-1565.
The PROMOTER and ORGANIZER will under no circumstances be responsible for any of the aforementioned occurrences or the cost of the insurance policy. The Exhibitor is solely and entirely responsible for repairing the stated damages, including any indemnities exceeding the coverage amount of the insurance policy.
To quote or make your insurance policy, always have at hand the days of assembly, realization and disassembly of the event, area size, company data and follow the coverage procedures in the table above.
7. DUTIES AND RESPONSIBILITIES OF THE ASSEMBLER OR EXHIBITOR WHO SETS UP THEIR OWN BOOTH (only exhibiting companies with free area)
Duties and responsibilities of the Assembler or the Exhibitor who assembles the booth itself (without hiring an assembler) are portrayed through the forms mentioned below and made available in a timely manner on the [EuVou Platform – Service Provider Area], with the proper guidelines for completion and deadline to be strictly complied with:
7.1 Accreditation of Assembler Company:
The assembly company must be accredited by the exhibiting company through this form:
Form No. 01 – ASSEMBLER ACCREDITATION, which generates a ticket for payment of fees such as: assembly cleaning, assembly badge and assembly watchman, will be available for completion online until 07/09/2025.
Important: Printing will only be released upon advance payment.
7.2 Complete Booth Project, consisting of:
- Floor plan;
- Elevations (views adjacent to the streets);
- Isometric perspective (3D design);
- • Implementation (stand applied in the plant). All with legend, indication of scale per board, materials used, hydraulic point(s) (if any), detailing of the electrical structure and special installations (if any).
7.3 Technical Report
Projects must be submitted in PDF, JPG, DWG or similar formats, duly accompanied by a Technical Report – ART – Technical Responsibility Annotation of CREA-SP or RRT – Technical Responsibility Record of CAU or TRT – Technical Responsibility Term of CFT (up to 80.0m²), divided by discipline that composes it and execution stage.
The respective proof of payment of the ART, RRT or TRT for any and all assembly execution must be sent to the booth project. We warn that for TRT, it will be limited to a booth of up to 80.0m² that does not have metallic structures, requires structural calculation or medium and high voltage electrical installations (power supply of large machinery and equipment that requires special grounding), in accordance with federal LAW 13,639 and regulated by resolution No. 108/2020, which determines the competencies and attributions of technicians in buildings and electrotechnics.

The requests for items 7.2 to 7.3 must be posted by the assembly company on the [EuVou Platform – Service Provider Area] by 07/16/2025, the deadline for analysis and feedback is seven (7) business days from receipt by the project area.
Projects submitted on the aforementioned platform after July 22, 2025, will incur a fine of R$ 200.00 per m². A payment slip will be automatically issued to the Exhibitor, with a payment deadline of July 28, 2025. Example: a 40m² booth x R$ 200.00 = R$ 8,000.00.
Proof of payment of this fine is a mandatory requirement and must be presented by the first day of assembly. However, payment of the fine does not exempt the Exhibitor or the Contractor from having the booth embargoed or closed if there are project changes without the Organizer’s prior approval, non-compliance with assembly standards, or risks to safety and physical integrity.
Avoid unnecessary expenses! Keep your Contractor aligned with the deadlines and monitor the process to ensure everything happens on time. All fines collected will be donated to charity.
7.4 Reference Table for KVA Calculation
The contractor must calculate the actual need for additional KVA usage, inform the exhibitor, and request the service exclusively through the specific form on the [EuVou Platform – Service Provider Area].
It will not be possible to request additional electrical power without the Exhibitor’s approval and knowledge of the items mentioned in the Reference Table for KVA Calculation.
7.5 Registration of Contractor Company Employees
The assembly company must mandatorily request the badges of its employees, through the Assembler Badge Request form, on the [EuVou Platform – Service Provider Area].
For maintenance services during the event, only 2 (two) credentials will be granted per booth, exclusive for the positions of electrician and assembler, which must be exchanged by the coordinators responsible directly at the Francal Service Center – CAF, on the last day of assembly.
The access of assemblers to the pavilion during the period of the fair will only be allowed to professionals who are carrying the maintenance badge and properly uniformed.
7.6 Registration of Professionals Hired by the Contractor
Outsourced professionals must be registered by the contracting Contractor through a specific form (Registration of Service Provider Companies Hired by the Contractor).
The registration of service provider companies can only be carried out by the contracting Contractor.

Keep at the booth a copy of the project analyzed/released by the FRANCAL Operational Department, as well as copies of the documents that accompany it;

Contract Civil Liability insurance policies in exhibitions, fairs, congresses and shows; and Miscellaneous Risks for materials and equipment on display and Personal Accidents;

The access of assembly professionals to the Pavilion will be released by reading the barcode of the badge and checking the photo sent in advance or collected on site;

Assembly professionals and their contractors will only have access to the pavilion during the periods of assembly, realization or disassembly, carrying their respective badges and properly uniformed;

Observe days and times of assembly, realization and disassembly and inform its contractors of all the assembly standards contained in this manual;

Provide assistance to the Exhibitor during the assembly, realization and disassembly of the event.
7.7 Fees
The Contractor Company must pay the following fees:

Only if it is not possible to issue the ticket, payment can be made through PIX or Identified Deposit or directly at the pavilion, at the Francal Service Center – CAF on the second day of the fair.
In the pavilion, only for specific cases, payments will be accepted exclusively in pix, debit or credit card, directly in the pavilion, at the Francal Service Center (CAF).
FRANCAL provides a SOLUTION on the [EuVou Platform – Service Provider Area], in the REQUEST FOR ASSEMBLER BADGES form, so that the issuance of the credential will be done by the assembler company, through a color inkjet printer, on a sheet of paper in A4 format.
Printing will only be released upon advance payment.
Attention: Payments made by check (for individuals and companies) will not be accepted.
A fee of R$ 95.00 will be charged for reprinting the assembly badge in case of loss, misplacement, or if it has been given to unauthorized third parties.
The payment of the assembly fee and badges is the sole responsibility of the assembly company, which may pass on this cost to the exhibitor, if provided for in the negotiation between both. This fee does not cover the removal of debris during dismantling.
Term of Responsibility
At the time of presentation of the booth project, through the [EuVou Platform – Service Provider Area], the Contractors associated or not with SINDIPROM/ABRACE and exhibitors with their own assembly, must accept the Electronic Term of Responsibility, as a document of responsibility in case of damage caused to the structures and equipment of the pavilion or if leftovers of materials from assembly are found.
During the dismantling period, FRANCAL will carry out an inspection in the area, in the presence of the assembler or exhibiting company (own assembly) for subsequent release. In the event of damage or damage at the time of the return of the respective area, FRANCAL reserves the right to issue a ticket for the due compensation.
► Assembly clearence
The clearence for booth setup is conditioned upon the presentation of the required documentation regarding the booth and payment of the fees. However, this does not exempt the Exhibitor or the contractor from having the booth closed or suspended if there are changes to the project without the express authorization of the promoter, if the setup is outside the regulations, or if there are risks to the safety and physical integrity of individuals.
8. ACCIDENT PREVENTION AND SAFETY AT WORK
8.1 Exhibition Pavilion
The Exhibition Pavilion is equipped with Fire Prevention and Suppression equipment, distributed in common areas and emergency exits.
The aisles and emergency exits are clearly marked and remain unobstructed and accessible throughout the entire duration of the fair, including setup and dismantling.
8.2 Booths – Fire Equipment (Fire Extinguisher)
According to the new State Decree – Law No. 56.819/11, all booths must necessarily contain fire prevention equipment (Fire Extinguisher) compatible with the materials used in the construction of the booth and the products on display.
It is mandatory to place 01 piece of equipment per booth, taking into account the area with the following classification:
01 PQS (Dry Chemical Powder) extinguisher weighing 4 kg, used to combat flames of class B (flammable liquids) and C (electrical equipment), with an approximate coverage capacity of up to 25m² per piece of equipment.
During the process of construction and disassembly of the booth, the assembly company must maintain 01 extinguisher equipment, according to the specifications above, until the end of each process, in a place of easy access and visualization.
The Exhibitor must maintain extinguisher equipment at the booth, according to the specifications above, from the beginning to the end of the event. The equipment must be positioned in an unobstructed, easily accessible place, properly positioned and signposted.
The Exhibitor or Assembler who has equipment in his company with the required technical specifications and in conditions of use, may use them at the booth. Equipment for exclusive use in vehicles will not be allowed.
FRANCAL has a Brigade team for Accident Prevention and Fire Fighting to inspect the booths and provide guidance to exhibitors, contractors, and service providers regarding the Technical Instructions of the Fire Department of the State of São Paulo. The contracted Brigade company is authorized to rent fire extinguishers.
Flame Retardant Materials
According to the rules of the Fire Department of the State of São Paulo and the current legislation, the use of combustible and flammable materials in the construction, decoration or scenography of stands and other built areas is not allowed.
For the use of fabrics, thatched covers, synthetic fibers, cardboard structures or any other similar material at the booth, it is essential that the materials already come with flame retardant certification direct from the factory or, otherwise, receive treatment with a flame retardant product (anti-flammable) on site. If the certificate proving the respective treatment is not presented, the project/assembly will not be released for execution. The Brigade team hired for the fair is authorized to embargo any and all assembly that does not comply with this rule, in addition to resulting in a fine of R$ 250.00 (two hundred and fifty reais) per m² to the assembler and the exhibiting company.
8.3 Explosives and Flammable Materials
The use of explosives, non-liquefied gases, toxic substances, flammable materials, gas cylinders (LPG), or any other elements that may cause fire or explosion is prohibited within the event venue. Only electric stoves, heaters, toasters, or ovens are allowed.
8.4 Hazardous Materials
Corrosive materials, paints, greases, powders, and liquids must be stored in proper containers and handled with appropriate equipment to avoid accidents and damage to people, other booths, and the pavilion.
8.5 Combustion Equipment, Products, Machinery and Engines
Under no circumstances is the operation or use of products, equipment, and machines that pose risks of accidents or harm to the health and safety of individuals allowed within the pavilion. This includes combustion engines, whether during setup, the event, or dismantling.
Examples: generators, compressors (whether electrically powered or not), confetti launchers, streamers, paper rain machines, smoke machines, among others.
FRANCAL reserves the right to veto any and all situations that may pose risks, panic or inconvenience to the professionals involved, the general public and the pavilion, even if it is not included in this manual, in addition to removing the causative object from the booth without any obligation to cover costs or damages to their participation.
8.6 Personal Protective Equipment (PPE)
Complying with Regulatory Standard No. 06 of the Ministry of Labor and Employment (MTE), FRANCAL establishes:
The heads of exhibiting companies, assemblers and other service providers must provide personal protective equipment (PPE) to employees who are working during the assembly and disassembly periods.
The equipment must be in perfect condition, use and operation, as well as with its current expiration date and certificate of approval (CA).
Minimum PPE required according to the activity:
- Professionals in general: helmets and goggles.
- Glazier: non-slip rubber gloves.
- Upholsterer: inhaler masks during the use of glue.
- Welder and Locksmith: scraping gloves (leather), masks for welding and electric arc cutting.
- Painter: rubber gloves and inhaler masks.
- Electrician: insulating rubber gloves up to elbow height and shoes with insulating soles.
- Cleaning Team: rubber or leather gloves and closed shoes.
8.7 Work at Heights
Work at heights is considered any activity performed above 2.00 meters (two meters) from the lower level, where there is a risk of falling. In compliance with Regulatory Standard No. 35 from the Ministry of Labor and Employment (MTE), FRANCAL establishes:
It is the employer’s responsibility to ensure the implementation of the protection measures outlined in this regulation (NR 35).
It is the workers’ responsibility to comply with legal and regulatory provisions regarding work at heights, including procedures issued by the employer.
Minimum required PPE based on activity:
– A parachute-type safety harness equipped with a device for connection to an anchorage system.
– An anchorage system to be established by a risk analysis of the activity.
– A lanyard and fall arrest device, both secured above the waist level of the worker, adjusted to limit the height of falls and ensure that, in the event of a fall, the chances of the worker colliding with lower structures are minimized.
– A helmet and other mentioned PPE if the activity requires it.
8.8 Attire
The use of sandals, flip-flops, clogs, or any other type of open shoes is prohibited inside the pavilion during assembly, decoration and dismantling periods, as is the circulation of people wearing shorts, skirts, short pants, tank tops, or no shirt. The requirement for appropriate attire also applies to exhibitors and their respective staff.
Firefighter teams and the CIPA (Internal Accident Prevention Commission) conduct constant inspections in the pavilion during setup, the event, and dismantling phases. They may halt booth setup at any time if the involved professionals are not using equipment suitable for their activity.
8.9 Access to the Pavilion
Employees or contractors of the assembly companies will only have access to the pavilion for the execution of assembly, maintenance and disassembly work if they are duly accredited, carrying their respective badges and wearing appropriate clothing, such as uniforms or T-shirts, long pants, sneakers or closed shoes, whether during the period of assembly, realization or disassembly.
The entry or stay of professionals who are drunk or carrying firearms is prohibited.
– Emergency Exits, Stands or Auditoriums with Areas from 100m² must contain:
• Emergency exits to the external area, duly signposted.
• Indication of escape routes inside the booth or auditorium.
• Information board about the maximum number of people that these areas can hold.
8.10 No Smoking
Smoking is prohibited in any covered area of the pavilion, both indoors and outdoors. This includes cigarettes, cigars, pipes, and electronic smoking devices such as e-cigarettes and vaporizers. Designated smoking areas, when authorized, must be located in open-air spaces, away from building entrances and windows.
Non-compliance will result in a fine for the violating company of R$ 120.00 (one hundred and twenty reais) per m², as well as the suspension of its activities within the pavilion.
The procedure for applying the fine will follow this order:
1. Verbal notification by a staff member from the organizing company;
2. Written notification;
3. Fine application (to be settled at the CAF) and suspension of the assembly.
9. ELECTRICITY AND HYDRAULICS
The study, planning, installation, maintenance of the system, and management of all actions involving the electrical and hydraulic areas of the pavilion, from setup to dismantling of the fair, are the responsibility of the engineering team of the Expo Center Norte pavilions.
9.1 Electricity
- The electricity for the EXPO CENTER NORTE pavilions is supplied by the ENEL utility company (formerly Eletropaulo) and by generator sets (for lighting and emergency systems).
- The energy supply system for the booths results from the assembly of a temporary structure to meet the fair’s demands, through the hiring of specific materials and labor.
- It is the exhibitor’s responsibility to hire their builder for all internal installation and distribution work within the booth, and the use of appropriate materials is mandatory, such as: main distribution board with circuit breakers, independent lighting circuits, special equipment, outlets, and others.
- Any and all installations at the booth must follow a project prepared by a qualified professional (completion of the NR-10 course), complying with the requirements of NBR 13570 (Electrical Installations in Public Influx Places), NBR 5410 (Low Voltage Electrical Installations), and Federal Law 11337/06, in addition to the ART (Technical Responsibility Annotation) or RRT (Technical Responsibility Record) that must accompany the project.
THE VOLTAGE AVAILABLE IN THE PAVILION IS: 220V – SINGLE-PHASE.
FOR THE USE OF DEVICES AND EQUIPMENT WITH A VOLTAGE OF 127V, THE EXHIBITOR MUST PROVIDE THE RESPECTIVE TRANSFORMER.
Since January 2014, all power cables used to supply electrical energy to the booths and other needs of events held in the Expo Center Norte pavilions have been replaced and now use a female plug from the PCE brand at the end. The load requested by the promoter, exhibitor, builder, service providers, and others will be connected to this end.
The PCE plugs are compatible with those from the STECK brand, which is the most well-known in the Brazilian market. This type of connection, also called a plug-in connection, will minimize the risk of accidents due to short circuits, electric shock, or phase reversal that can cause equipment damage.
Any other male plug or connector compatible with the PCE female plug that complies with NBR IEC 60309-1 is allowed.
The female plugs installed on the power feeder cables will be as follows:
- For 6 mm² cables, a 5-pole female connector (extension) from PCE, reference: 2252-6.
- For 10 mm² cables, a 5-pole female connector (extension) from PCE, reference: 235-6.
The cable gauge and type of plug that will be effectively supplied to the booths and other event needs will depend on the total electrical load to be supplied and the technical availability at the time of installation.
In compliance with current regulations, builders, electrical installation service providers, exhibitors, and promoters have adapted their power distribution panels according to the new connection system and format for supplying power from the main electrical source to the booth.
Connections for loads exceeding 30 kVA must be requested in advance from the installer contracted by the event promoter for the necessary technical provisions.
The loads installed in the booth, as well as the loads for other event needs, must be properly balanced among the three phases in the power distribution panel that will supply them. The installation company approved by Expo Center Norte and contracted by the event promoter for supplying power points to the booths can be consulted for technical clarifications.
The amperage of the main circuit breaker in the power distribution panel must be compatible with the total load installed, in accordance with NBR 5410.
Interconnection with the power plug in an irregular manner or out of compliance will not be allowed.
It is mandatory to consult the Operational Department of FRANCAL at least 10 working days before the start of the event setup to receive information about the possibility of installation and the best way to energize when using voltages different from those available, as well as machines, equipment, and/or products powered electrically that are not listed in the reference table for kVA calculation, whether they are small, medium, or large.
One hour after the end of the day’s activities, the lighting in the pavilion will be reduced, and all booths must have their lighting and outlet circuits turned off. Only the operation of equipment, machines, or products that require continuous power supply with independent circuits will be allowed, but this must be done with prior consultation and authorization from the promoter’s operations department.
Power Supply Criteria
Minimum Mandatory Electricity
A minimum fraction of 0.090 kVA is provided, multiplied by the area measurement, as shown in the examples below:
Example: 30 m² (area) x 0.090 kVA (fraction) = 2.70 kVA of Minimum Mandatory Energy, with the calculation being done automatically by FRANCAL.
Additional Electricity is considered to be: the use of kVA above the amount of Minimum Mandatory Electrical Energy;
The cost of the Minimum Mandatory Electrical Energy is included in the participation contract.
Additional Electrical Power
- The Exhibiting company is responsible for thoroughly analyzing, along with its builder, all components that will generate the demand for electrical energy for the operation of the booth, such as: quantity and type of light bulbs, refrigerator, electric oven or microwave, TV, DVD, coffee maker, computer, air conditioning unit (when permitted), and other electrical consumption equipment.
- The Exhibiting company must be aware that all the electrical consumption components of the booth must be listed in the form REFERENCE TABLE FOR CALCULATION of kVA (contained in this manual), which is the sole responsibility of the assembly company, available through the [EuVou Platform – Service Provider Area], until the deadline of 07/22/25. This form must be linked to and validated by the Exhibitor at the time of filling out the Additional Electricity Request form;
Before requesting additional electrical energy for the booth, verify if the minimum mandatory electrical energy meets the consumption needs. Filling out and submitting the form confirms that the exhibitor is aware of the actual needs and the amount to be paid.
- This service request must be made using the Additional Electrical Energy Request form available on the [EuVou Platform – Exhibitor Area].
The cost of Additional Electrical Energy is R$ 525.00 per kVA, and the request, bank slip issuance, and payment must be completed by June 14, 2026.
The issued charges will be viewed under the PAYMENTS section – [EuVou Platform – Exhibitor Area].
In the pavilion, only for specific cases, payments will be accepted exclusively in PIX, debit or credit card, directly at the Francal Service Center (CAF).
Payments by check (for individuals and legal entities) will not be accepted.
- If the pavilion’s engineering team detects the use of additional electrical energy in the booth without prior request during the setup or event periods, a report detailing the additional items will be issued so that FRANCAL can inform the exhibitor and collect the payment on-site.
FRANCAL reserves the right to suspend the supply of electrical energy to any booth that presents alterations to the submitted electrical project, negligence in kVA information, inadequate installations, use of machines and equipment that disrupt the network, or refusal to make the necessary payments.
9.2 Hydraulics
The Expo Center Norte Pavilions have hydraulic installation channels (water/drain) only in certain areas. The availability of these points and their potential use in the booths are communicated in advance by FRANCAL during the commercial launch or through official notice, along with the specifications of the area.
Important information for areas with hydraulic points:

The pavilion’s hydraulic professionals team installs the main connection point (water/drain or additional drain) based on the stand project specifications. It is the exhibitor’s and their assembler’s responsibility to hire a professional for the internal installation within their stand (distribution network, sink installation, and other equipment), including the mandatory raised flooring to protect the installation.
An additional drain point is recommended to channel drainage from air conditioning units (when authorized), espresso machines, and other equipment requiring drainage access.
After confirmation by Francal, this service must be requested using the Hydraulic Point Request Form available on the [EuVou Platform – Exhibitor Area], with a deadline of 07/22/2025.
The cost of the Water/Drainage Point (without sink) is R$ 890.00 per point and the Additional Drainage Point is R$ 500.00 per point, whose request, issuance of the bank slip and payment by the deadline of 07/24/2025.
The issued slips can be viewed in the PAYMENTS item on the [EuVou Platform – Service Provider Area].
Only if it is impossible to issue the boleto, payment can be made through PIX or Identified Deposit.
In the pavilion, only for specific cases, payments will be accepted exclusively in pix, debit or credit card, directly at the Francal Service Center (CAF).
Payments by checks (for individuals and legal entities) will not be accepted.
10. SECURITY AND THEFT PREVENTION
FRANCAL provides and maintains a SECURITY SERVICE exclusively for the common areas of the fair, during the full period of assembly, realization and disassembly.
The booth security works will be carried out only by the OFFICIAL SECURITY company hired by the promoter, in the Collective System, during the period when the fair is not working.
It is strictly forbidden to hire private security guards and designate employees to perform security services at the booth, and the exhibiting company is aware that only the Official Security of the fair can perform this service and at the following times:
From 7 pm on 08/02/2025 to 11 am on 08/03/2025 – 16 hours period
From 8 pm on 08/03/2025 to 11 am on 08/04/2025 – 15-hour period
From 8 pm on 08/04/2025 to 11 am on 08/05/2025 – 15-hour period
From 8 pm on 08/05/2025 to 11 am on 08/06/2025 – 15 hours period
Total Hours Worked: 61 hours.
Note. The exhibiting company must be aware that the collective security service ends at 11 am on 08/06/2025, so that it is solely responsible for the custody of its belongings until the end of their removal from the booth at the end of the fair, and it is not allowed to leave any material alone for later removal.
The exhibitor who needs the Extra Security services (exclusive) for the booth, outside the periods mentioned above, must contract through the form EXCLUSIVE SECURITY REQUEST FOR THE BOOTH – OFFICIAL SECURITY, available on the [EuVou Platform – Exhibitor Area], until the deadline of 07/22/2025, whose value is R$ 36.00 per man/hour and payment will be through bank slip.
The cost of Collective Security is included in the participation contract.
Products and equipment should only be taken to the booth when there is a person responsible for their reception and safety;
During disassembly, never leave your belongings, products and equipment unguarded at the booth, thus avoiding possible theft. Make sure that any movement or removal of objects is being done by a trusted or authorized person, especially when it comes to equipment from rental companies;
It is the Exhibitor’s obligation, in collaboration with the Organizer, to prevent theft and robbery. Such occurrences must be reported immediately to FRANCAL, and the offender, whenever possible, referred to the police authorities present at the event. The safety of visitors and their belongings inside the booth is the responsibility of the Exhibitor;
Exhibitors and visitors are allowed to stay up to one hour after the closing of the fair. After this period, everyone must leave, as the lights will be turned off and the doors closed. Special situations must be communicated to FRANCAL, which may approve or refuse the request to stay in the pavilion for a longer time;
FRANCAL is not responsible for equipment, machinery or any objects left in the pavilion for removal after the end of the fair.
10.1 THEFT PREVENTION
The pavilions are areas with a large movement of people during the assembly, realization and disassembly of the event, with scenarios conducive to distractions and subject to theft, especially on the last day of the event, at the end of the fair.
We ask for Total Attention in relation to products, various materials and electronic equipment, so that they should only be taken to the booth whenever there is a person responsible for the exhibiting company to receive and take care of their safety.
We also request maximum attention in relation to bags, backpacks and suitcases, as well as electronics: Notebook, Tablet, Cell Phone and other equipment that is easy to handle and subtract, which must be positioned in a safe place and restricted access. If you identify any person with suspicious behavior hanging around the booth, we ask you to notify the Customer Service team, at CAF – Francal Service Center, so that preventive measures can be adopted.
FRANCAL is not responsible for equipment left unattended at the stands during the assembly period, during the operation of the fair and disassembly.
11. CLEANING
The promoter maintains the fair’s General Cleaning Service during the full period of assembly, operation and disassembly. The company hired for this purpose is responsible for cleaning the common areas of circulation, administration, restrooms and projects with Standardized Assembly, whose cleaning will be done before the opening of the day’s activities;
It is the responsibility of the Exhibitor to provide cleaning and pantry services at its booth during the event (free area). The exhibitor may hire the service of the Official Cleaning company hired by the promoter for the event, or another company specialized in this service, which must mandatorily present the required documentation to the promoter.
When the circulation routes are cleared for the opening of the fair, it is strictly forbidden to deposit assembly materials or product packaging in them;
The replenishment of the pantry and the cleaning of the stand must take place outside the hours of the event, the debris packed in plastic bags and deposited in the circulation routes after the end of the day’s activities;
Under no circumstances can garbage bags or any type of packaging be placed on the streets of the fair during the period of operation, as well as sweep the dirt from the booth to them.
The Exhibitor who wishes to hire the Service of the Official Cleaning Company to clean the booth During the fair, you must fill out form 09. Service Request of Official Cleaning, available on the [EuVou Platform – Exhibitor Area], until the deadline of 07/22/2025.
The cost of the service for all days of the fair is R$ 22.00 per m² of area.
Example: 50m² x R$ 22.00 = R$ 1100.00 (amount to be paid).
12. HIRE OF SERVICE PROVIDER COMPANIES
The Exhibitor must make sure of the suitability of any and all outsourced service providers before hiring.
The DRT – Regional Labor Office of São Paulo carries out supervision at trade fairs during the periods of assembly, realization and disassembly, in order to curb any and all irregular hiring, such as: work of minors, excessive hours, absence of registration and hiring of false cooperatives.
The work of minors in places considered public entertainment is regulated. If minors under 16 years of age are hired for any type of presentation at the booth, the following documentation must be provided: Authorization from parents or guardians duly signed and notarized; copy of their RG and CPF; Birth Certificate or ID of the minor; and employment contract signed between the Exhibitor and the minor.

12.1 Guidelines and Preventive Measures Regarding Slave Labor
FRANCAL is a committed company and defender of good practices and social responsibility, in this way, it alerts exhibiting companies that are adhering to the legislation to combat slave labor in Brazil.
When hiring a service provider company for your booth, make sure that it is aligned and engaged with the adoption of responsible and ethical practices in the development of its attributions and contributing to the fight against slave labor.
Thus, based on the current legislation, Law No. 13,344/2016 and other legal and regulatory rules related to the fight against slave labor in Brazil, it is recommended to include the following points of attention with service providers:
Ensure that its workers do not have restrictions on their freedom of movement or submission to degrading working conditions and exhausting working hours.
Ensure that your workers are aware of their rights and know how to identify situations of slave labor.
If FRANCAL identifies any situation that evidences slave labor practices in the pavilion, it will immediately adopt the following measures:
It will immediately stop the permission to run the services.
It will notify the competent authorities so that the appropriate procedures can be applied.
13. ENTRY OF MATERIALS AND PRODUCTS FOR EXHIBITION
All material or product owned by the Exhibitor must be accompanied by proper documentation.
Products and equipment should only be taken to the booth whenever there is a person in charge of the exhibiting company to receive and take care of their safety until the end of the fair.
The Exhibitor is solely responsible for complying with all legal requirements related to the shipping procedures and circulation of goods, products, equipment, and utensils.
Machinery and Vehicles Exhibition at the Booth:
The exhibiting company that wishes to exhibit machinery, equipment and/or medium and large vehicles, must consult FRANCAL in advance. Once the exhibition is authorized, the promoter will inform the necessary procedures for arrival and stay in the pavilion. This information is important to control the access of trucks to the pavilion/loading and unloading area and ensure that the equipment is placed in the respective areas in a timely manner.
The design of the booth contemplating such equipment is mandatory, as well as obeying safety and acoustic insulation standards when necessary.
14. SHIPMENT OF PRODUCTS FOR EXHIBITION AND FISCAL PROCEDURES
Due to the International Character of the EVENT, registered at the DEVELOPMENT, INDUSTRY AND COMMERCE MINISTERY, the EXHIBITORS can send their exhibiting samples at the IMPORTATION TAXES AND DUTIES SUSPENDED REGIME.
Note: Please have in mind, that any company in Brazil, to receive imported products or equipment, as Shipments under Temporary Admission Basis, or Shipments under Permanent Admission Basis, must have all the necessary registrations, at the Governmental bodies.
Shipments via Courier are not recommended. According to Brazilian laws, courier services are used for the remittance of documents only.
Sending goods as Hand-Carry or as Accompanied Luggage is either strongly not recommended, as Brazilian regulation understands these are procedures to transport only personal belongings and not commercial goods.

EXHIBITORS ARE FREE TO USE ANY FREIGHT FORWARDERS/BROKERS. SHIPMENT IS AT THE EXHIBITOR´S OWN RISK AND RESPONSIBILITY, PROVIDED THE SHIPMENT OF THEIR PRODUCTS TO BRAZIL, IS CONSIGNED TO THEIR REPRESENTATIVES.
Any company bringing equipment / products to Brazil are subject to the local laws and regulations regarding sample entry. The organizer cannot be held responsible for any action taken by Brazilian Customs or Local Authorities that delay or prevent the entry of goods into the country.
Any Official Shipment documents cannot be issued in the name of a representative – they must be issued in the exhibiting Company’s name. Once all Brazilian legislation requirements are met, the arrival and retention of samples at the exhibition, as well as their return to the company, are guaranteed.

15. REMOVAL OF MATERIALS AFTER THE END OF THE FAIR
The withdrawal of products and materials owned by the Exhibitor, such as products, furniture, utensils and others, is only allowed after the end of the fair;
From 6:01 pm on August 6, 2025, it is mandatory to completely remove products, materials and equipment exhibited at the booth, whether owned or leased, with exclusive exit through the loading/unloading gates, being gates C-03 and C-06 (for the exit of materials owned by the exhibitors),.
Gate C-05 will be intended exclusively for the exit of materials owned by the rental companies (furniture and white goods and others) and gate C-07 will be intended exclusively for the exit of TVs owned by the rental companies.
The Official Security of the event is authorized by the promoter to retain goods at any time for the proper conference;
We recommend keeping a responsible or security guard at the booth until the material is completely removed, especially if the Exhibitor needs to be absent from the place.
16. PARKING AND PAVILION ACCESS REGULATIONS
The parking lot of the pavilions of EXPO CENTER NORTE is managed by the Operator Estapar, with insurance and permanent surveillance. There is no type of credential that allows you to park for free.
These values are from the current table and may be readjusted by Expo Center Norte until the date of the fair.
16.1 Parking Costs and Acquisition Method
The parking fee is R$ 85.00 (eighty-five reais) per day, a single price for passenger and utility vehicles with a maximum height of up to 2.40m.
The exhibitor is allowed to acquire credentials for a period equivalent to the days of the event, with a discount of 50% (fifty percent) of the current table and limited to two (02) credentials per booth, (regardless of the size of the booth). If necessary, it is possible to include the assembly and disassembly period, directly in the administration of Expo Center Norte;
Access to the Expo Center Norte parking lot is through José Bernardo Pinto-Gate 13 and Miguel Menten Gate 16 streets, with the only exit being through Gate 16.

Exhibitors may purchase parking cards for a period equivalent to the days of the event with a 50% discount (fifty percent) off the current rate, upon presenting their event credential provided by the Promoting Company, limited to 2 credentials per Exhibitor company.

16.2 Loading and Unloading
Access to the pavilion for loading and unloading materials and products is via Gate 4 – Coronel Marques Ribeiro Street. The parking of passenger vehicles in the loading and unloading area is strictly prohibited.
PAVILIONS AND SURROUNDING AREA
Parking and staying in the loading and unloading area, as well as inside the pavilion, is not permitted except for loading and unloading during the strictly necessary period for such activity, which will incur charges as per the table below:
Table for vehicles UP TO 7 (seven) tons:
- Up to 30 minutes: R$ 15.00
- Up to 1 hour: R$ 25.00
- Additional hours or fraction: R$ 20.00
No grace period will apply in case of withdrawal (the vehicle entering the parking will be charged).
Table for vehicles OVER 7 (seven) tons:
- Up to 3 hours: Free
- Additional hours or fraction: R$ 50.00
Vehicles over 7 (seven) tons will have a total of 3 free hours during the day for loading and unloading services, which will be monitored by the truck’s license plate and not by the entry time.
For example: If a truck enters and stays for 2 (two) hours, on its next entry on the same day, this truck will be entitled to another free hour. Exceeding a total of 3 daily hours will result in a charge of R$ 50.00 per hour or fraction.
During all setup days of the event, Expo Center Norte provides a designated area near the pavilions where trucks can park for free, allowing installers and service providers to optimize their time in the loading and unloading areas.
The free truck parking area will also be available on the last day of the event for the start of dismantling.
16.3 Conditions for Assembly Setup and Dismantling
Loading and Unloading Area
If the vehicle uses the loading/unloading area, charges will apply by the hour or fraction according to the rates posted at the access points.
The parking of vehicles in the loading and unloading area is exclusively for this purpose; the area cannot be used for vehicle parking, storage of any materials, or reservation of spots, both during setup and dismantling.
Failure to comply with this rule will result in charges to be defined by the Administration.
Access to vehicles inside the pavilion is not permitted. In case of extreme urgency, the driver must request authorization from FRANCAL. The rules regarding grace periods and charged fees are provided by Expo Center Norte and are subject to change without prior notice.

17. MUNICIPAL TAX FROM THE CITY OF SAO PAULO
Established by the Municipal Laws of the city of São Paulo No. 13,474 and No. 3,477, dated 12/30/2002, every company participating in fairs or exhibitions held in this city must pay the following fee:
- Establishment Inspection Fee – TFE
The total cost of the respective fees is already included in the participation contract.
18. INTERNET AND TELEPHONE SERVICES IN THE PAVILIONS AND CONVENTION CENTER OF EXPO CENTER NORTE
Since January 1, 2019, Mapptv.Com Tecnologia, Comércio e Serviços de Valor Adicionado Ltda, represented by its brand Expo Telecom, has taken on the role of Official and Exclusive supplier for the provision of Internet and Telephony services at the Expo Center Norte complex.
The entire infrastructure has been developed to offer Value-Added Services, with significant price reductions, high service quality, comprehensive support and monitoring during the event, and transparency in installation costs and dedicated internet links.
NO WIFI ROUTER INSTALLATION IS ALLOWED IN THE PAVILION.
WIFI connectivity is available throughout the Event area (Lobby and Exhibition).

19. GENERAL REGISTRATION
It is mandatory for all professionals, whether from the exhibiting company or service provider, to be credentialed and carry identification badges.
The credential is personalized with the name of the company and the professional, their position, and a personal and non-transferable barcode, and it does not entitle the holder to bring guests.
Misuse of the credential may result in fines, confiscation, and cancellation of the credential.
19.1 Exhibiting Company Professionals
- The Exhibitor Badge is for the exclusive use of the company’s directors and employees, EXCEPT FOR SALES REPRESENTATIVES, who must be requested using a specific form in the EXHIBITOR MANUAL.
- The two forms, REQUEST FOR EXHIBITOR BADGE and REQUEST FOR SALES REPRESENTATIVE BADGE, are available at the access link [EuVou Platform – Exhibitor Area] until the deadline of 08/06/2025.
IT IS STRICTLY FORBIDDEN TO REQUEST EXHIBITOR BADGES FOR RETAILERS OR EVENT VISITORS.
The accreditation of Retailers and Visitors is exclusively managed by Francal, using a systematic database with personalized barcode generation. This process is strictly controlled to ensure proper event promotion, maximize visitor attendance, and deliver positive results for exhibiting companies.
The COMMERCIAL REPRESENTATIVE BADGE REQUEST form will only be VALID upon the insertion of the COMMERCIAL REPRESENTATIVE’s e-mail, cell phone, position, full name, without this data, the requests will not be completed.
THE EXHIBITOR WILL MAKE HIS ACCREDITATION MUCH MORE COMFORTABLE AND PRACTICAL. SEE BELOW:
To speed up the process in the acquisition of free exhibitor badges, FRANCAL provides a SOLUTION on the [EuVou Platform – Exhibitor Area], in the form of “REQUEST FOR EXHIBITOR BADGES”, so that the issuance of the credential will be done by the exhibiting company, through a color printer and on a sheet of paper in A4 format.
After including the names in the electronic form, the exhibitor must click on the printer icon, located on the right side of each name entered. For a better understanding of the process, we provide a step-by-step tutorial in the area for downloads on the [EuVou Platform – Exhibitor Area].
After printing each credential, you must make 2 folds in the markings indicated in the layout, thus completing the assembly of the badge. The badge holder can be picked up at the FRANCAL SERVICE CENTER – CAF or at the pavilion access gates.
19.2 Service Providers Hired by the Exhibiting Company
Before the effective hiring of service providers, it is recommended that the Exhibitor ensure that the companies comply with all legal requirements to avoid issues.
The companies contracted to provide the services of Receptionists, Window Dressers, Decorators, Landscapers, Audio and Video Operators, Filming, and others, must be accredited exclusively by the Exhibitor, through the Accreditation of Service Providers Contracted by the Exhibitor form, available on the [EuVou Platform – Exhibitor Area], until the deadline of 07/22/2025 to fill out the form;
After being registered by the Exhibitor, the contracted service providers must, in turn, accredit their employees through the Request for Service Provider Badge Request Hired by the Exhibitor, available on the [EuVou Platform – Service Provider Area], until the deadline of 02/24/2025.
FRANCAL provides a SOLUTION on the [EuVou Platform – Exhibitor Area], in the form “ACCREDITATION OF SERVICE PROVIDER COMPANY CONTRACTED BY THE EXHIBITOR”, so that the issuance of the credential will be made by the service provider company, through a color printer, on a sheet of paper in A4 format.
Badge printing will only be released after payment is made in advance.
When entering the names in the form, click on the printer icon, located on the right side of each name. After printing each credential, you must make 2 folds in the markings indicated in the layout, thus completing the assembly of the badge.
The badge holder can be picked up at the FRANCAL SERVICE CENTER – CAF, at the pavilion and at the access gates.

19.3 SERVICE FEES AND BADGE ISSUANCE FOR SERVICE PROVIDERS
Receptionist services, window dressers, decorators, landscapers, audio and video operators, filming:
The cost per badge is R$ 85.00, however, for issuance and payment of the ticket the deadline is until 02/20/2025.
Buffet Services:
The service fee is R$ 430.00 with the right to 04 badges for each service, however, for the issuance and payment of the ticket the deadline is until 07/22/2025.
The issued slips can be viewed in the PAYMENTS item on the [EuVou Platform – Service Provider Area].
In the pavilion, only for specific cases, payments will be accepted exclusively in pix, debit or credit card, directly in the pavilion, at the Francal Service Center (CAF).
Payments by check (individual and corporate) will not be accepted.
Badges for security service will only be released upon prior presentation of the legalization documents with the State and Federal agencies, such as: (Operating License Provided by the Federal Police Department, copies of the CPF/RG, criminal record, training and recycling certificate (course with a minimum period of two years).
In case of loss, misplacement or misuse of the credential of the professional providing services by unauthorized third parties, a fee of R$ 170.00 per badge for reprinting will be charged;
The daily control for access to the pavilion will be maintained, with the reading of the barcode of the badge and verification of the professional’s image registered in the FRANCAL database. If the professional does not have his image collected and stored in the database, he must register at the time of access to the pavilion, without fail;
The DRT – Regional Labor Office of São Paulo conducts inspections at business fairs during setup, execution, and dismantling periods to address notified companies. The most common labor irregularities include: underage labor, excessive work hours, lack of employee registration, and unauthorized cooperatives.
During DRT inspections, the following documents are required:
Exhibiting Company: corporate bylaws, copy of CNPJ, list of employees working at the fair, duplicate employee registration forms, FGTS paid in the month prior to the fair, external timecards, and service contracts.
Service Provider: corporate bylaws, copy of CNPJ, list of employees working at the fair, duplicate employee registration forms, FGTS paid in the month prior to the fair, and service contract.
Temporary Workers: contract signed with the hiring company, registration of this company with the Ministry of Labor, and list of employees working at the fair.
Note: The number of temporary workers cannot exceed that of permanent employees.
Freelancers: copy of registration with the City Hall and INSS (only for salespeople and waiters). The badge is personal and non-transferable and may be checked by the Official Fair Security at any time. If the badge is used by third parties, it will be confiscated, with no right to a reissue.

20. OTHER OFFICIAL EVENT SERVICES
20.1 Official Cleaning
The cleaning service at the booth must be carried out in accordance with the rules below:
The Exhibitor who wishes to hire the Official Cleaning Company Service, to clean the booth during the fair, must fill out the Official Cleaning Service Request form, available at [EuVou Platform – Exhibitor Area], until the deadline of 07/22/2025.
• The cost of the service for all days of the fair is R$ 20.00 per m² of area. Example: 50m² x R$ 20.00 = R$ 1000.00 to be paid.
NOTE: This amount does NOT refer to the booth assembly fee – which is the sole responsibility of the assembly company.
20.2 RENTAL OF FIRE EXTINGUISHERS (exhibitor company with free area projects)
The exhibitor who chooses to rent a fire extinguisher through the Official Brigade company can do so through the FIRE EXTINGUISHER RENTAL REQUEST form, available on the [EuVou Platform – Exhibitor Area], until the deadline of 07/24/2025.
The rental value is R$ 120.00 for each extinguisher for the period of the fair.
The charge is made through a bank slip available for printing in PAYMENTS on the [EuVou Platform – Exhibitor Area], right after filling out the online request.
Projects with Standardized Special Assembly already include fire extinguishers compatible with the space dimensions.

21. GENERAL PROVISIONS
This Manual is limited to the planning, organization and administration of Escolar Office Brasil 2025 – 37th International Fair of Products for Stationery, Schools and Offices.
- FRANCAL reserves the right to change the layout of the event, postpone its inauguration, change the period of operation and even interrupt its realization whenever it deems necessary. In the event of changes of any kind, the contracts signed will remain valid, with all the clauses and conditions established between the parties.
- FRANCAL will not be responsible for any damages or losses suffered by exhibitors during the event as a result of disturbances caused by the influx of people, whether natural turmoil, congestion or shock of attendees, all of which are perfectly possible to occur in public places.
- FRANCAL reserves the right to refuse the registration in its future events of exhibiting companies that systematically violate the rules of the EXHIBITOR’s MANUAL.
Violations of the Exhibitor’s Manual
Violations of the rules and regulations of Escolar Office Brasil 2025 – 37th International Fair of Products for Stationery, Schools, and Offices may result in penalties for the offending party, including the exhibiting company, assembler, or any other company involved in the event. Sanctions vary based on the severity of the infraction and may include written notification, work stoppage, booth assembly embargo, and fines starting at R$ 250.00 per m². This amount may increase depending on the severity of the violation and FRANCAL’s assessment.
The penalties do not exempt the exhibiting company from complying with the obligations assumed with FRANCAL or with third parties.
